In the ever-changing world of the Utility Industry the goalposts are constantly being moved with regard to regulation and customer expectations. A system that works perfectly adequately today may be redundant within a short period of time due to these enforced changes.
One such change in the UK was, with effect from 1st April 2000, the removal from the tariff basket of large water users i.e. those using >100,000m3 per annum. Yorkshire Water Services (YWS) took a long look at their existing infrastructure and decided that their legacy billing system would be unable to accomodate the billing of these customers due to the complexities of the potential tariff structures. It was also felt that the essential requirements to satisfy drivers affecting business customers, including the real threat of competition, could not be met within the existing functionality.
